Reply to Smith and Tooley

Abstract
I am very grateful to Quentin Smith and Michael Tooley for their very thoughtful comments on my paper. They raise many issues, and I shall only attempt to address some of them here, and augment my original argument at one or two points. First, it may be helpful if I clarify the strategy of my paper.
